Imagine you’re looking at actual flag that’s on a flagpole. If you’re standing on its left, it will look normal, with the field on the left hand side but if you’re standing to the right of the flag, it will also look “backwards.” The caps are designed with that in mind. U.S. military uniforms are similar — flags are worn on the right shoulder, and have the field to the right, so assuming the person wearing the flag is moving forward, it never looks like the flag is moving backward (e.g., retreating).
