Amid a growing global outcry about the internal operations and lack of transparency of FINA, the governing body for the world’s aquatic sports, the organization announced after its FINA Bureau meeting today in Budapest the hiring of an independent firm to review their governance.
FINA, who says they made the decision “in order to fully comply with the IOC Declaration on Good Governance in Sport” has hired Carrard Consulting SA, with “the objective to assess and review FINA corporate governance and, based on this assessment and review, to provide, if needed, recommendations for improving the corporate governance policies, processes, and structures of FINA.”
A group, organized by related organizations the World Swim Coaches’ Association and American Swim Coaches’ Association, has been calling for a complete accounting review of FINA, among other changes and transparencies.
Carrard Consulting is based in Switzerland, where FINA’s headquarters are based. The president of the organization is Jean-Luc Chenaux, who is a former professor of Business and Corporate Law at the University of Lausanne among several other appointments in relevant organizations, including in government oversight roles and on the board of directors of several organizations.
We have reached out to Carrard to ask more specifically about their review entails and what relevant projects Carrard Consulting, whose website says they specialize in corporate liquidations, have participated in.

Acting through his company Carrard Consulting SA, this will include the consideration of changes to all aspects of the running of the organisation, potentially including changes to the FINA constitution.”
You would think FINA would be smart enough to google the name of the firm they hire so they will know what the public will see. Guess not.
They appear to be bankruptcy attorneys so I dont think FINA is taking this very seriously.
