the top 12 from 2019 worlds heats are automatically selected, then 4 wildcard spots are awarded to the 4 fastest teams within the qualifying period. Poland was the 4th wildcard, then was overtaken by another country at the last minute (Switzerland I think?). but fina accidently invited Poland over Switzerland, which was resolved by allowing both countries to compete in the event
