Dude. He’s saying that those times are “incoming” — i.e., coming up soon. He’s saying that he’s gonna go :50/1:46 yards (200 seems far fetched); and :59/2:07 LC. He’s not saying those were HS times. LC projected times

Unfortunately, those LCM times used to be elite. Hell, UT’s Brendan Hansen went 59.3/2:08.5 14 years ago. And Eddie hasn’t figured out how to make an elite LCM breastroker since. Had hopes for Licon, but he’s not even the best in the U.S.
I mean, who is consistently better than Licon in LCM? Wilson? There isn’t exactly a stud US breaststroker. Licon was the #1 in the 200 last year, if I remember correctly.
