FINA Announces Time Standards for 2011 World Championships

At the FINA Bureau meeting last week in Bangkok, a Time Standard qualifying system was decided upon for the 2011 Shanghai World Championships  qualifying. This system slightly tweaks the old qualifying system.

Basically, there will be A and B Time Standards set, however it will work differently than NCAA A and B Time Standards.

Each FINA member country will still be allowed a maximum of 2 male, and 2 female swimmers in each event, and 1 male and 1 female relay. Entries will be allowed based on the following system:

1. For a country to enter 2 swimmers in an event, they BOTH must meet the A time standard.

2. If a country has only 1 swimmer who has an A time standard in an event, they will only be allowed to enter 1 swimmer into that event.

3. For a country to be allowed to enter 1 swimmer into an event, that swimmer must have a B time standard.

4. If a country has no swimmers meeting the A or B time standards, they will be allowed to enter 1 female and 1 male swimmer into the whole swimming competition. Those swimmers will be allowed to swim a maximum of 2 individual events each.

5. If a swimmer has only 1 swimmer meeting either time standard, they will be allowed to enter 1 additional swimmer of the opposite sex into up to 2 events. For example, if Azerbaijan has 1 male swimmer with a B standard, they will also be allowed to enter a female swimmer in up to 2 individual events.

Below is a summary of the FINA ruling, including the Time Standards:

The new qualifying system for Worlds involves A and B time standards in each event, and a provision for countries where no swimmer meets any of these standards. A country is still limited to a maximum of 2 swimmers per individual event, and 1 team per relay event. The system is:
-For a country to enter 2 athletes in an event, both individuals must meet the A standard in that event.
-For a country to enter 1 individual in an event, the swimmer must meet the B standard in the event.
-A country with no swimmers meeting either the A or B standard in any event, may enter up to 1 male and 1 female in the swimming portion of Worlds. Those 2 individuals will be allowed to enter up to 2 events each.
-A country that has only 1 swimmer meeting one or more of the qualifying times may enter a second (1 additional) swimmer of the opposite sex in up to 2 events.

Swimmers entered into Worlds without qualifying times must have participated in the national championship of the country/National Federation they are to represent.
