The Overview

The incumbent directs all aquatic facilities and programs including the Chinquapin Aquatics/Recreation Facility. Responsible for the overall planning, budgetary, supervisory, and programmatic of the City’s Aquatic Program. Oversees the design features of a 50-meter; programming large multi-use pools to maximize the experience and revenue production for the City; leads in opening new pools, with preference being with a 50-meter pool. Develops and implements the aquatics operating budget and program revenues exceeding upwards of $2 million dollars in expenditures and approximately $3 million dollars in revenue once Chinquapin Aquatics/Recreation Facility expansion is completed; coordinating funding requests with RPCA and OMB representatives on capital improvement needs.

What You Should Bring

As a member of the Department’s Senior Leadership team the Incumbent is expected to lead and model job performance and behavior consistent with a High Performance organization. Performs professional recreation supervisory skills in administering a division of the Recreation, Parks and Cultural Activities Department. The Incumbent plans, coordinates, supervises, and evaluates all major recreational or revenue-producing programs Supervise staff to implement comprehensive recreation programs or enterprises designed to meet the needs of citizens in Alexandria.

The Opportunity

  • Responsible for the development and management of processes to maintain resident satisfaction with recreation programs;
  • Develops and/or reviews recommendations for new or modified programs and evaluates effectiveness of existing programs;
  • Develops, administers and manages operating budget including revenue and expense projections to ensure cost recovery targets are met;
  • Directs the development and implementation of Resource Allocation and Cost Recovery Policy for division;
  • Coordinates and monitors Capital Facilities Maintenance Program (CFMP) facility maintenance program;
  • Participates in planning of new recreation facilities and renovations;(Chinquapin and Patrick Henry Recreation Centers);
  • Analyzes current practices and develops policy and process improvements;
  • Other duties as assigned.

About the Department

The mission of Recreation, Parks & Cultural Activities is to promote vibrant, safe and attractive opportunities through the development of effective and efficient recreation programs, facilities and parks for all citizens and residents to enjoy. The City of Alexandria Department of Recreation, Parks and Cultural Activities received national accreditation from the Commission for Accreditation of Park and Recreation Agencies (CAPRA). National accreditation requires park and recreation agencies to meet 155 standards representing elements of effective and efficient park and recreation operations.

Minimum & Additional Requirements: Four (4) year college degree in recreations or related field; four (4) years of related professional experience in the recreational field, which shall have included demonstrated supervisory experience and experience in planning, coordinating, and marketing revenue and/or non-revenue producing programs.

Additional Requirements: Experience at a mid to senior level manager position in recreation, parks or a related field which shall have included demonstrated experience in planning and designing aquatic programs and services, aquatic facility management, coordinating facility usage and aquatic programs, and marketing aquatic programs and services.

Preferred Qualifications: Master’s Degree; seven (7) or more years of comprehensive knowledge in developing and executing objectives, methods, procedures and principles of aquatic program management, aquatic facility planning and design, and administration; ability to work evenings and weekends and drive to various program venues to monitor staff and programs.

Yes all that waste for a position that improves the lives of many so that insurance costs go down and life expectancy goes up. Geez what next are people supposed to eat healthily. Sarcasm.
