Three New Names Appear on USA Swimming Permanent Ban List

Three names that we have not yet reported have appeared on USA Swimming’s list of individuals permanently suspended or ineligible. Though only one of these three is new as of today’s update to the list, we feel it is appropriate to catch up on all three.

The new addition as of today’s update is Louis Rosenfeld. The then-73 year old New Hampshire man was arrested in February, according to a local Patch.com affiliate, “alleged possession of child pornography,” and specifically “possession of child sexual abuse images,” which is a class A felony.

We were unable to find any information about Rosenfeld’s connection to swimming, though we will continue to look.

The second addition, who was added in late September with an August 26th ban date, is Jung Wook Kim of California. He had served as the head coach of Team Century Swim, which operated out of an indoor four-lane pool at a day spa in Los Angeles.

We could not immediately find any information on the precise nature of the charges against him, but the following sections were cited:

304.3.6 Conviction of, imposition of a deferred sentence for, or any plea of guilty or no contest at any time, past or present, or the existence of any pending charges, for (i) any felony, (ii) any offense involving use, possession, distribution or intent to distribute illegal drugs or substances, (iii) any crime involving sexual misconduct, or (iv) any criminal offense against a minor.

304.3.13 Physical abuse of an athlete by any person who, in the context of swimming, is in a position
of authority over that athlete.

304.3.18 Any other material and intentional act, conduct or omission not provided for above, which is detrimental to the image or reputation of USA Swimming, a LSC or the sport of swimming.

The third new-to-us addition is David Fratantoni from Massachusetts. He was formerly an assistant coach for the Cape Cod Swim Club (where he has been removed from the website).

Again, sparse information was immediately available on the nature of the accusations against him, but these sections of the 2011-2013 code of conduct were cited:

305.3.4 Violation of any of the Athlete Protection Policies set forth in Article 305

304.3.8 A    Any inappropriate sexual conduct or advance, or other inappropriate oral, written, visual,
or physical conduct of a sexual nature directed towards an athlete by (i) a coach member or other non-athlete member, or (ii) any other adult participating in any capacity whatsoever in the activities of USA Swimming (whether such adult is a member or not).

304.3.18 Any other material and intentional act, conduct or omission not provided for above, which is detrimental to the image or reputation of USA Swimming, a LSC or the sport of swimming.

In total, that’s 17 members banned in 2013 (publicly), which already equals the total in 2012 for the highest annual total in that category.

Not Jung, no wonder his swimmers were so fast.

It’s sad every time the swim community is marred by those who do not conduct themselves in an appropriate fashion. Hopefully this will be a lesson to others.
